Today, there is no doubt that the large-scale invasion of Ukraine by Russian troops in February 2022 represents just another phase of the Russo-Ukrainian War that has lasted for nine years. There are many aspects to this confrontation. The consequences of the war will affect the future of the world order. It will include such aspects as security, formation of new political blocs, force interaction of political regimes, the choice of state-building models by the countries, the art of war, the role of civil society, and strengthening of the informational component in the confrontation between states and their alliances. Russia-Iran has already emerged as one such aggressive alliance. In the article, the authors explain the phenomenon of the infodemic and one of its structural elements, the "vaccinodemic". The COVID-19 pandemic became a vivid example of the global clash of actors in international relations that implement conflicting ideologies – democratic or authoritarian rule in the social and political life of their states – and realize such aspects in foreign policy. The authors assert that the current situation in Ukraine, namely, the open military Russian invasion and the further aggravation of the security crisis, primarily in the European region, are only the next phase of an ideological confrontation that could be observed during the response to the COVID-19 pandemic by humanity. Now, this confrontation continues in a more aggressive, conventional format. Manifestations of the infodemic and its unique form, the "vaccinodemic", captured the essence of the global confrontation, which will determine international processes for decades. Namely, Russia's fight between democracy and authoritarianism has acquired neo-totalitarian characteristics. This fight will determine, in addition to other social phenomena, the structure and content of the global information space. It is noted that authoritarian regimes have shown some success in addressing the pandemic, which may aggravate the rivalry between democracy and authoritarianism, as the former will have to prove its effectiveness and long-term advantages.

Drawing from the examples of newly formed and former democracies, the article examines the directions which the transformation of this political concept has taken in context of the expansion of the public sphere and changes in how the democratic process is implemented. Attention is drawn to how the transition of the forefront of political life from traditional centers of its "distribution"- governments, parliaments, and municipal authorities, to the "fatherland" of the public sphere and media of varying quality has become one of the reasons for the accelerated proliferation of politics of the populist variety. The rise of media in Ukraine, where it falls under complete ownership of centers of oligarchy, provides grounds for mentioning a special type of "oligarchic democracy", which serendipitously exploits the opportunities offered by populism. At the same time, the examples of democratic crises in other nations have become widespread enough, so that they encourage casting doubt on crucial democratic processes, including elections: electoral democracy has formally taken place, although it hasn't fulfilled its essential function of including the citizenry in making key social decisions. Researchers assert that media is not the only source that breathes life into populist politics as a means to seize power. This carries the threat of destroying the very institutions through which the democratic form of government is realized. Transitional democracies are also subjected to the erosion of populism through problems with asserting the supremacy of law and difficulties with establishing liberal market economics, which should have been synchronized with their political transformation. Authors refer to the fact, that populism is a problem shared by governments with diverse histories of democratic life. Behind democracy always lurks the threat of false self-rule, which can lead to the rise of new authoritarian regimes under the guise of populist conservative declarations and national protectionism. Russia could become an example of this, after its wholly democratic process of voting on amendments to its national constitution, which is expected during 2020. Controversy in equal or greater measure has also surrounded the future of Great Britain after Brexit.

Zwraca się uwagę, że przesunięcie proscenium życia politycznego ze zwykłych ośrodków jego "rozmieszczania" - rządu, parlamentu, jednostek samorządu terytorialnego - do sfery reklamy i mediów różnej wielkości stało się jedną z przyczyn przyspieszonego rozwoju polityki populistycznej. Badacze są przekonani, że media nie są jedynym narzędziem zapewniającym podbój i utrzymanie władzy. Populizm grozi zdyskredytowaniem tych instytucji, które w rzeczywistości urzeczywistniają demokratyczną formę rządów. Demokracje tranzytowe cierpią z powodu erozji spowodowanej nadmiarem populizmu, także w wyniku problemów z ustanowieniem państwa prawa w tych krajach i powstaniem liberalnej gospodarki rynkowej. Pozytywne zmiany w tych obszarach należy zsynchronizować z deklarowanymi przemianami ustrojowymi. Autorzy zwracają uwagę, że populizm jest częstym problemem państw o odmiennych historiach demokratycznych rządów. Обращено внимание на то, что перемещение авансцены политической жизни из привычных центров ее «дислокации» – правительство, парламент, органы местного управления – в сферу публичности и медиа разного калибра стало одной из причин ускоренного развития политики популистского толка. Влияние медиа в Украине, где они тотально находятся во власти олигархических центров, дают основания говорить о формировании на этом этапе развития общества особенного типа «олигархической демократии», которая успешно эксплуатирует потенциал популизма. В то же время примеры кризиса демократии в других странах оказались настолько распространенными, что поставили под сомнение ключевые демократические процедуры, в частности выборы: электоральная демократия формально состоялась, но не выполняет своей задачи привлечения граждан к процессу принятия важных общественных решений и политического участия в целом. Исследователи убеждены, что медиа не единственный инструмент, который обеспечивает завоевание и удержание власти. Популизм несет угрозу дискредитации тех институтов, которые, собственно, и делают реальностью демократическую форму правления. Транзитные демократии страдают от эрозии, вызванной переизбытком популизма, еще и в следствие проблем с утверждением в таких странах верховенства права и становлением либеральной рыночной экономики. Позитивные изменения в этих сферах должны синхронизироваться с декларируемыми политическими трансформациями. Авторы указывают на то, что популизм является общей проблемой для государств с разной историей демократического правления. За этим просматривается угроза становления псевдонародовластия, что в конечном итоге завершается появлением новых авторитарных режимов под прикрытием популистских консервативных идей и государственного протекционизма. Примером может стать Россия после вполне демократического процесса голосования о внесении поправок в Конституцию РФ уже 2020 году. Не менее противоречиво с точки зрения использования демократических электоральных процедур и их результатов выглядит будущее демократии в Великобритании после Brexit и во время правления популиста Бориса Джонсона.
W artykule omówiono uwarunkowania tworzenia i funkcjonowania mediów w Azerbejdżanie oraz prawne aspekty ich działalności. Szczególną uwagę poświęcono badaniom nad telewizją, mediami drukowanymi, radiem, mediami internetowymi, agencjami informacyjnymi itp. Przeanalizowano i wyróżniono kluczowe kanały masowego przekazu w Azerbejdżanie i specyfikę ich działania. Przedstawiono akty prawne, regulujące rynek medialny w Azerbejdżanie, w szczególności ustawę Republiki Azerbejdżanu "O środkach masowego przekazu", "O środkach telewizyjnych i radiowych", "O publicznej telewizji i radiofonii". Omówiono działalność organów regulacyjnych, takich jak Krajowa Rada ds. Telewizji i Radia oraz Rada Prasowa. Wnioski dotyczące aktualnych trendów i wyzwań mediów w Azerbejdżanie oparto na analizie oficjalnych statystyk organizacji międzynarodowych (Freedom House, Komitet Ochrony Dziennikarzy) na temat stanu mediów w Azerbejdżanie, w tym kwestii cenzury w kraju.

W szczególności zbadano media drukowane, media internetowe, radio i telewizję. Dokonano również przeglądu sposobu, w jaki organizacje międzynarodowe (Freedom House, Organizacja Bezpieczeństwa i Współpracy w Europie, Reporterzy bez Granic) postrzegają poziom wolności mediów w Armenii, analizując oficjalne raporty, oceny i statystyki. Badanie wykazało istnienie częstych naruszeń aktów prawnych, zgodnie z którymi cenzura i utrudnianie pracy dziennikarzom są zakazane. Oficjalne raporty organizacji międzynarodowych zawierają informacje na temat ograniczenia wolności słowa dziennikarzy i pracowników mediów, nielegalnego przetrzymywania, bicia, utrudniania działalności zawodowej, niszczenia sprzętu technicznego i innych. Istnieje również pewna rosyjska ingerencja w przestrzeń informacyjną Armenii przy pomocy metod miękkiej siły. Stwierdzono, że istnieje potrzeba ścisłego przestrzegania istniejącego prawodawstwa i opracowania trategii przeciwdziałania naciskom na madia.
The article analyzes the mass media in Armenia, their legal framework (the Laws "On the dissemination of mass information", "On television and radio broadcasting", "The Constitution of the Republic of Armenia") and peculiarities of their functioning. In particular, printed media, online media, radio and television were studied. Key sources of Armenian mass media were analyzed in order to identify the ones that are the most popular among the population. In addition, the review was conducted of the way international organizations (Freedom House, Organization for Security and Cooperation in Europe, Reporters without Borders) perceive the level of media freedom in the country by analyzing official reports, ratings and statistics. The study revealed the existence of frequent violations of legal framework, according to which censorship and obstruction of journalists are banned; official reports of international organizations contain information on limiting freedom of expression of journalists and media workers, illegal detention, beating, obstruction of professional activity, destruction of technical equipment and many more. There is also a certain Russian interference in information space of Armenia by means of the use of soft power methods. It was concluded that there is a need to comply strictly with existing legislation and develop a strategy to counter the information influence. ; W artykule dokonano analizy środków masowego przekazu w Armenii, przedstawiono akty prawne ("O upowszechnianiu informacji masowych", "O telewizji i radiu", "Konstytucja Republiki Armenii") i specyfikę funkcjonowania mediów. В частности, были исследованы печатные СМИ, онлайн-СМИ, радио и телевидение. Проведен также обзор того, как международные организации (Freedom House, Организация по безопасности и сотрудничеству в Европе, «Репортеры без границ») воспринимают уровень свободы СМИ в Армении, анализируя официальные отчеты, оценки и статистику. В ходе исследования были выявлены частые нарушения правовых актов, согласно которым цензура и воспрепятствование работе журналистов запрещены. Официальные отчеты международных организаций содержат информацию об ограничении свободы слова журналистов и работников СМИ, незаконных задержаниях, избиениях, воспрепятствовании профессиональной деятельности, уничтожении технического оборудования и других нарушениях. Существует также определенное российское вмешательство в информационное пространство Армении с помощью методов мягкой силы. Было указано, что существует необходимость строго соблюдать действующее законодательство и разработать стратегию противодействия давлению на медиа.

On the one hand, in the foreign policy discourse Poland is considered to be one of the leading advocates of Ukraine in the collective West, along with Lithuania, and on the other hand problems of historical and humanitarian character permanently arise in bilateral relations, which form a negative background, become a subject to manipulation by third countries, and exacerbate relations both at the interpersonal and inter-institutional communication levels. The additional factor that complicates the understanding of historical policy issues is media of both countries, where the old and new myths, elements of post-truth and emotional subjective evaluations of the non-professional level penetrate beyond the historical corporate society. Populist politicians of the left and right ideological flanks try to take advantage of it, but it becomes an obstacle to political understanding, and complicates the investment development of a large subregion of the countries of Central, Southeastern Europe and the Baltic States. Historical policy has become a part of an information security, and some third countries, in our case it's the Russian Federation, use this factor during the implementation of hybrid war tasks against Ukraine and the countries of the European Union. The article assumes that only the change of political rhetoric, the avoidance of populism regarding historical relations of two neighboring nations, the strengthening of corporate responsibility of national media in matters of historical policy's coverage are able to neutralize the influence of radical political trends inside the countries, and outside - the influence of other states which are not interested in overcoming the tragic plume of history in Poland and Ukraine. Authors of the article do not aim to study or compare purely historical positions. This is about media tools and their role in the historical policy discourse.

Z jednej strony w dyskursie o polityce zagranicznej Polska uznawana jest za jednego z czołowych orędowników Ukrainy na Zachodzie – obok Litwy, z drugiej zaś w stosunkach dwustronnych stale pojawiają się problemy o charakterze historyczno-humanitarnym tworzące negatywną atmosferę i podlegające manipulacji ze strony państw trzecich, zaostrzając stosunki zarówno na poziomie komunikacji międzyludzkiej, jak i międzyinstytucjonalnej. Dodatkowym czynnikiem utrudniającym zrozumienie kwestii polityki historycznej są media w obu krajach, gdzie stare i nowe mity, elementy postprawdy oraz emocjonalne, subiektywne oceny dokonywane przez nieprofesjonalistów mają większy wpływ niż podejście historyków. Próbują to wykorzystać populistyczni politycy z lewicowej i prawicowej flanki ideologicznej, ale kwestie te stają się także przeszkodą w porozumieniu politycznym i komplikują inwestycje i rozwój dużego subregionu krajów Europy Środkowej i Południowo-Wschodniej oraz krajów bałtyckich. Polityka historyczna stała się częścią bezpieczeństwa informacyjnego, a niektóre państwa trzecie, w tym przypadku Federacja Rosyjska, wykorzystały ten czynnik w trakcie wojny hybrydowej przeciwko Ukrainie i krajom Unii Europejskiej. W artykule przedstawiono założenie, że jedynie zmiana retoryki politycznej, a mianowicie uniknięcie populizmu w odniesieniu do relacji historycznych dwóch sąsiadujących ze sobą narodów, wraz ze wzmocnieniem odpowiedzialności korporacyjnej mediów krajowych w kwestiach polityki historycznej, jest w stanie zneutralizować wpływ radykalnych tendencji politycznych zarówno w obu krajach jak i na zewnątrz – zwłaszcza wpływ innych państw, które nie są zainteresowane uporaniem się przez Polskę i Ukrainę z tragicznymi wydarzeniami w historii obu krajów. Celem autorów artykułu nie jest badanie ani porównywanie stanowisk o charakterze czysto historycznym. Chodzi o narzędzia medialne i ich rolę w dyskursie polityki historycznej.
This article is devoted to the research of media space of several countries in the Western Balkans and the Baltics, where we can observe the emergence and effective use of dubious media, in order to promote aggressive narratives, identified as a destructive influence of the Russian Federation. It is considered as the threat to the national security of these states. The information tools of a destabilizing nature include diplomatic, intelligence, and energy tools. The media component of information influence has become the central object of research. It is stated that the destructive use of dubious national media, as well as their replenishment, takes place systematically and efficiently in those areas, where Russia's state interests are focused on the restoration of its domination. On this basis we can conclude that dubious media is used within Russia's hybrid aggression in relation to Ukraine, where it is seen as a mean of animating the externally initiated destabilizing political influences. However, Russia will be forced to spend more and more resources (financial, organizational and informational) on such operations, and their effectiveness will fall as local governments, society and citizens will learn how to recognize the threats, retransmitted by dubious media, public associations, populist politicians or radicals.

However, Russia will be forced to spend more and more resources (financial, organizational and informational) on such operations, and their effectiveness will fall as local governments, society and citizens will learn how to recognize the threats, retransmitted by dubious media, public associations, populist politicians or radicals. ; Artykuł stanowi podsumowanie badań przestrzeni medialnej wybranych państw bałkańskich oraz bałtyckich, gdzie zaobserwować można pojawienie się i efektywne wykorzystanie środków masowej informacji (podszywających się pod media lokalne/narodowe) dla wytworzenia agresywnej narracji, którą przypisać można destruktywnemu wpływowi Federacji Rosyjskiej. Takie działanie należy oceniać jako zagrożenie dla bezpieczeństwa narodowego tych państw. Wśród narzędzi informacyjnych o charakterze destabilizującym, które mają na celu wywołanie chaosu (lub już go wywołały) w życiu wewnętrznym krajów tych regionów wymienić można: środki dyplomatyczne, zwiadowcze oraz energetyczne. Badania autorów skoncentrowały się zaś przede wszystkim na mediach. Tworzenie, wykorzystanie oraz zasilanie owych "fałszywych" mediów odbywa się systematycznie i efektywnie tam, gdzie obecne są interesy rosyjskie, które nakierowane są na przywrócenie dominującej pozycji FR. Zakładając powyższe autorzy wyprowadzili tezę o wykorzystaniu fałszywych mediów w hybrydowej agresji Rosji na Ukrainę, gdzie są one postrzegane jako środki multiplikacji inicjowanych zewnętrznie czynników destabilizujących sytuację polityczną. Oznacza to jednak, że Federacja Rosyjska będzie musiała rezerwować środki finansowe na prowadzenie kolejnych takich operacji informacyjnych, co może być kłopotliwe do wykonania. Owe perturbacje finansowe powinny z kolei spowodować osłabienie efektywności takowych operacji, także dlatego, że poszczególne rządy, społeczeństwa i pojedynczy obywatele nauczą się rozpoznawać zagrożenia, jakie wywołują fałszywe media, organizacje pozarządowe czy radykalni lub populistyczni politycy.
